Yep I can see it better now.
You have a pretty typical hookup for the cable. And not your fault, the geometry is terrible with that setup as you can see by the bend in the adapter. These units are really picky about being all the way in gear or having a clean neutral. That is why we came up with a decent linkage kit to clean up that situation .
Not saying it's your problem but just another thing that can go wrong.
You might want to do one more test with the cable disconnected and the lever all the way in forward and see what if does. Other than that you will need to pull it apart.

I have a set of those linkage kits , I will say they are very nice and they cleaned up a lot of my alignment issues .

Having issue with mine. It's been perfect, on our way home Sunday at about 3500rpms getting on a plane fell into neutral. Won't engage in forward or reverse. Fluid level looks perfect. Limped home on one motor, started the second motor while moving slowly and it started with a slight thump. I'm wondering if it could be u-joint on the shaft going to the outdrive?
