Powdercoating would be a big job. First you need to pull the drives and planes off the boat, completely disasemble, prep and then powdercoat. BIG $$$$ money for the labor. Powder coating it self is not that expensive. Paint will be just fine. Don't even have to take off the boat to paint. Touch up as needed. I have painted lower units before and it works great. Even regular spray can paint will hold up well on lower units. However, I suggest the more durable automotive type paints with hardners.
