I like what Cord said, then if it doesn't work, try phknlwyr's suggestion. I don't like the pellet gun idea because seeing that he's an unreasonable type of guy, he might start shooting out your windows or even your boat if he gets pissed.
If all else fails, wait until he comes to the house for a weekend, get up early like 5:30am and start your engines with the transom pointed in his direction. Sit on the boat for a while and he'll get the message.
I wouldn't perform any trenching work to benefit him until he remedies the light situation.

1:51pm he just got here I have a boat full of people waiting to go out I'll let yous know how it works out.
I never use my pellet gun it's a Beaman c1 shoots like 1100fps way to noise, I use my 22 with CB loads a bow and arrow makes more noise, well almost.

I like the exhaust pointed in his direction idea. Take that "late night cruise" to nowhere. Then get back REAL early.
If that doesn't work, for a small fee (and an airline ticket
) I'll come out there and take care of the lighting issue. Gives you complete deniablity.

we had the same problem with a light ,bastard would light up my house like it was 1 in the afternoon. 22 cb load. after they replaced 4 bulbs no more light. have a few other homes around so they didn't know who did it , but me and all my other neighbors did

Could someone get a shoot off from the water? There is quite a few OSOers on the Potomac, you could put up a bounty on the light...Say a 2 beers and half a dozon crabs at Tim's.
