hydraulic steering problem!!!!

sterring wheel turns but drives dont..
has oil in it.belt is ok.
what can be wrong pls help.
i didnt drive the boat for last 3 weeks .it was ok when i left her.its not working now

loosen a bleeder if installed or a line and crank the steering back and forth while filling the resevoir
