I haven't a clue what's going on here, so I'm not taking sides. I will say it's not unusual for people to avoid being sucked into a forum free for all.
There's usually three sides to every story. Some folks don't feel obligated to broadcast their side on a public forum. Scott's aware of the post and has declined to comment.

Okay.....well why doesn't he return the calls or repsond this Ed guy? That's the way to work it out! Sounds to me that you might use caution with this guy Fred. Maybe you're lucky so far.

Guys, there's no mystery here. Scott just doesn't feel he has to pay. He passed on this boat and now any money he has to spend on it is a waste. He has come up with every lame excuse to not pay and even had us send him a copy registered mail because he told Tres Martin he never received the survey, which we know is BS because he refused the boat after seeing my survey originally.
I did the job, I did it well and I deserve to get paid. I trusted this man was stand-up enough to meet his obligation, but it appears I was duped.

"I have called him several times, he never returns my calls. He has promised to pay me if I give a discount which I did."

I don't know anything about this, but I towed his Cig to DFW for him and he paid cash no problem.

Ed and I had a conversation about this issue yesterday. It is important to understand that there must be a sense of trust between a surveyor and a perspective buyer. The buyer trusts the surveyor to have his best interest at heart and the surveyor trusts that payment will be made whether it is a passing or failing survey. I think that Ed has a good reputation that precedes him.
Thanks and Ed, call me on the 38 when you can.
