I think that you would get a lot of popping back thru the carb if you did have 5 and 7 switched around

Retrace the plug wires staring with #1. It should go clockwise in the following order 1-8-4-3-6-5-7-2.

Yep...I did all that. I have done everything but check the timing chain, gears, and replace the plug wires. I really doubt wires could cause this.

I'm packing it in for now and will deal with it early next year. It is running great now except for this quick power transition in this short span of RPM's.

remove the cap, grab the rotor and see how much back/forward play it has.
checking timing chain slop is easy too. TDC the motor. note the timing mark. Use a socket and bar to slowly roll the engine backwards until the ignition rotor just moves. note the timing marks. now slowly roll the motor forward until the rotor just starts to move again. note the timing marks. the difference in the degrees on the timing marker is how much slop is in the chain.

I did this procedure today.....I came up with 8 degrees crank rotation before the rotor started to move. Does that seem a bit much?

YES

You have a problem.
If the dist. gear is new than the cam gear is shot.

Is there any chance the distributor is not down all the way - it may need to be shimmed up if the heads and intake have been surfaced.
