Your bottom pulley looks different than mine. My balancer pulley has three grooves with the center on being the smaller one that drive the seawater pump. The inside one does the alt. and circ pump the outer does the p/s and circ. pump.
The center groove of the circ. pump pulley remains empty.

Yea that makes sense I'm going to get that 3 grove crank pulley.
