Yes, naptha becomes gasoline after treatment and blending but remember it is a generic term for a boiling point range of hydrocarbons. It is not a single "type" of molecule.
BTW refineries blend whatever stream they have into gasoline, diesel home heating fuel, jet fuel. As long as the finished product meets the pipeline spec it goes into the product and on to the consumer.
There was a guy in Tx/La who had a barge cleanout company. He was taking hydrocarbons that kind of looked like gasoline out of barges and selling it to indenpendent gas stations as gasoline. He got caught but who knows how many fuel systems got clogged up with his stuff.

BTW, although I don't know what the active ingredient in Stabil really is, the naptha carrier should be water white, so the active material is red. N,N-di-sec-butylphenylenediamine is an excellent polymerization inhibitor and is also red colored! We use it all the time.
