Default Hydraulic Steering Question

I removed a hybrid cable-hydraulic steering system from my boat, basically I removed the cable steering and added a hydraulic helm...so now it is all hydraulic.

I spent almost an hour trying to bleed the air, I know there is still more air in the system, because I can move the outdrive by hand
The problem is I have about 25 turns from hardover to hardover.
Could this just be air still in the system, or could it be a mismatch between the helm and cylinder?

I think its the wrong helm !!

you might have the hose routed in the wrong inlets. should bleed itself by turning the steering wheel back and forth with the engine running.
