power loss--Hard starting after sitting for a hour

UPDATE, Boat runs great !
I put a new cap & BUT NO ROTOR(qiucksilver) NGK plugs, and fuel filters.
Question: with the new Cap on it and it runs ausome ! gets on planes fast as hell and starts with a turn of the key.
But, now a week later the boat is slow to get on plane but runs great. I have had this issue before .. I put a new cap and rotor on and it is back to running great.
Also ? can't i clean up the cap with sandpaper ?
I did kinda drop 2 of the hold down screws of the 4 for the cap fell down the bilge. Could this be any a part of my issue ?

Were the plugs getting fouled at all?
