96-97 were the switch over years to TB V's which would have rev limiters. All the TBI, EFI and MPI have a TB V and rev limiters.
Carbed engines should not, but I have also heard of some having the TB V's and rev limiters.

The carbed Merc Racing(blue) engines had TB IV's but had an add on rev limiter.
