Strering Problem

My sister bought an 1993 Mach1 and it takes both hands to turn at any speeds. Thinking cable bad? ( fluid level good, belt tight)

pull the cable from the actuator and check..... Is it the same stiffness as when its not running??

If its not the cable and the pump is functioning, its the actuator valve. The valve would be my guess unless that cable is really far gone.
