If you can pull it but not compress it, you have air in the system. I just installed a full hydraulic helm and while I was bleeding the system mine would do the same. Once the system is bled it should be rock solid and only move when the steering wheel moves. I highly recommend getting a hydraulic helm kit and get rid of the cable. My cable started getting sloppy and I didn't have tight control at high speeds.
