Acetone
and Patrick said an electric carving knife.
Long blade bread carving knife.
Back when we installed wakeboard towers many rec boats foam filled the sides completely enclose in certain areas. We had to break apart the foam all the time to have access for tower installation. Anyways we used long scrappers / sharp gasket scrappers and hammers to break chucks of the foam up for removal .

ship shape tv used a product called B2000 to melt the foam. I looked in there website and they have a couple of stores with different telephone numbers. 1-800-881-9202 and 1-800-272-7890 sorry for reversing their name.

Up date on the leaking tank ICDEDPPL was right, the fish tape didn't cause the tank to leak, the leak was at the baffle on the tank a small hair line crack that you could feel with your finger nail.Had a guy I know to tig weld it I pressure tested it and good to go,now what is the foam they use to hold the tanks in?
