I think that is for trim tabs or drive trim.

thanks for your useful input so far.
there is definitely a fuse there, it is at the end of the big power cable at the starter.

I had to remove the sea water hoses to get at the starter and wiring or I could have run it when I crossed the wires on the solenoid,
Any way, ran out of time today to fool with it, I have a good friend who can help trace it out, but it does seem like the neutral or ignition switch.

Hope you all did more boating than I did today.

Thanx for the help folks.
A friend helped me trace the wiring and it turned out be the neutral switch and the boat is now running as normal.
