Don't you want to tie in in front of the neutral start switch.
If you tie in at the engine you could accidentally start the engine with it in gear.

Measure voltage on pins 85 and 86. With key ON the pump should turn ON which one of the 2 will go from 12V to 0V, the other will stay at 12V. If nothing changes and they both stay at 12V, then the ECM is not applying a ground

if you're referring to the fp relay mine doesn't look like that, there is a red wire that has 12 v on it, a two wire connection that plugs into the efi harness and an orange wire that go's to the fuel pump, I'll take a pic and post it.
