That's actually nothing at all. Its just surface rust and I would not worry about it. It will get worse than that as soon as you run some river water through it.
As far as the bypass being plugged it has nothing to do with the water pump rotation. Both rotation pumps still push water into the block the same way. I am not 100% sure but I don't even think the Vortec heads have the passage for the bypass anyway. I will have to look at one on Monday to be sure. Someone else might be able to verify that.

Ok.fair enough. I know it will get worse as soon as it’s put in service. I was just surprised as this was sold as a remanufatired engine. That is why I came to ask. I do t want to be unreasonable. But I also don’t want to get honed. ( see what I did there 
I was under the understanding that when Chevy switched to the new style reverse rotation pump with the serp setup they did not need the bypass. That is why the newer one piece rear blocks don’t have that hole. Those blocks also don’t have the mechanical fuel pump boss. I was not aware that it had to do with the heads. I know the vortec heads do not have the bypass for the heat riser for the old style mechanical choke. So the bypass in the water pump feeds the bypass in the heads to open the choke on the old school carbs?

THat bottom water pump hole is a coolant bypass that is there for applications that don't have another bypass. Marine engine;s don't need this since even when t-stat is closed, there is water bypassing the system to continually run thru the exhaust.
By your pics, your's has a plug in it anyway.

ON SBC's (and BBC's for that matter) this is not coolant, it is exhaust....however,The Vortec heads don't have the exhaust crossover 'heat riser'used to heat the old style chokes that use the heat to open/close the choke. A carb with electric choke should be used with these heads because of this.

Yes the exhaust crossover in the head. I knew that i just got confused for a minute. I have a new edelbrock carb with the electric choke so we will be ok there. Thank you for the replies I have decided to dresss and install this engine.
