I would think that RPM range is probably in a longer stroke 454, also an 8 degree split may be better.

I ran the hydraulic flat tappet version of the 231/239 110 lsa in a mild 454, nice idle, pulled right to 5400, shorter stroke 427 should go to 5800 easy.

Ive not built one of these in years, can the step nose cam fit ? I see in the front of the block that it looks like its machined for the retainer ring but not sure

yes, i put gen 6 step nose cams in mark 4 blocks all the time.you use a gen 6 timing chain&gears and a gm cam retaining plate.i have the gm part number for the plate&bolts in the shop and can list them tomorrow.
