Finally got the boat out of the slip and on land so I could pull the drive off. When I pulled the drive off I immediately found 2 exhaust flappers blocking the exhaust passage to the outdrive. Next thing I did with the outdrive off is check the ratio, and I was getting around 1.8:1. This boat should either have a 2.0 or 2.2:1 so unfortunately I did manage to put the incorrect ratio lower on in the spring. I split the upper from the lower today and found that the lower ratio is about 1.4:1 which matches the available 18/25 gear tooth count for the bravo 3 in 1.65:1 ratio. I need the 16/27 gears for a 2.2, or 2.0:1 ratio.
