Ive got a 27' baja w/ twin 350's/alphas. The question is, if the power steering is working, can it be partially working. it does work, but doesnt seem as easy as some ive driven. can the power steering pump be partially working. it seems halfway between good powersteering and none.

that has to be confusing as hell, just wondering if i can make it better

Sounds like a steering cable issue. Detach the cable from the actuator on the transom and see if it moves freely or binds up. Easy replacement if it's just the cable.
