Default Bravo Top Cap Torque, Drew Marine Sidewinder?

What is the correct torque for a Bravo Top Cap? I thought is was 20 or 25. The destructions with the Drew Marine Sidewinder Steering Stabilizer says 30 to 35. They use a spacer and a longer bolt, could that account for the difference if there is one?
