Yes, that is correct. Total timing is advance + base. I'm not sure about at what RPM each module gets to full advance though. Someone on this board probably knows the specs of all Merc modules. Biggus says mine is fully advanced at 3000.

Total advance occurs at different rpm's,
V8-20R is 20* @ 5250
V8-HP is 20* @ 3000
V8-22 is 22* @ 4500
V8-22A is 22* @ 3500
V8-24 is 24* @ 3750
V8-24S is 24* @ 5000
V8-20R is 20* @ 5250
V8-HP is 20* @ 3000
V8-22 is 22* @ 4500
V8-22A is 22* @ 3500
V8-24 is 24* @ 3750
V8-24S is 24* @ 5000

Iggy, I'm curious, the numbers for the 22 and 22A are a$$ backwards between the Merc service bulletin and Dennis Moore's book. Which source are you relying on?
I've never taken the time to actually check with a timing light even though I run both from time to time.
