Thanks for the reply's. I've got a Rotozip tool I'll try that first, but I've never had much luck with it. The bits always seem to break on me, even in drywall. Maybe I'm trying to push it too fast.
I'll be sure to seal up the deck where I cut into it, thanks for the advise.
Ed, I bought the cleats from Fred (Trick Marine), his prices were about 40% cheaper than buying them from Accon directly.

Just go slow with the Rotozip and you will be fine.

Makes me itchy just thinking of it. :-). I installed a wakeboard tower on the boat and used a air powered version of a roto zip. Cuts really good, just go slow and keep a hold on it to minimize the chatter. You also can buy a carbide end mill for much less $$ to replace the bits.
