Hi Jimmy,
Unless something has changed from the '01 that I have, no. Make sure it's not just a dead battery, blown fuse or circuit breaker, or loose wire.
You may have to remove the rear bench to get to the ram.

I sometimes (almost always) have to play with the dash switch in order for mine to work. I have to keeps pressing it over and over and then it works. I never investigated the problem because it evenually works. Most likely its bad contact on the switch.

The toggle switched leave a bit to be desired IMO, I am sure there is a bad ass replacement somewhere out there. Good luck with the hatch! You could test the switch on the back for output when depressed, glad there is a little panel there.
