Yes, that's the bridge. You can always just get close and then make your own judgement call. Worst case is you run down the Hudson. On another note, dead low tide on Saturday is around 8:00 am.

The name of that bridge Spuyten Duyvil BridgeThe Spuyten Duyvil Bridge opens "on demand". There's no schedule.
Radio them on Channel 13. there is a number on the bridge 917-295-9161 that you can call and the operator will tell you if a train is coming and when they will be able to open the bridge

Being low tide, will fueling be possible around that time? I plan on arriving around that time to help reduce the ramp chaos and always available to assist others launching as well.

Fuel is available right around the corner at the Haverstraw marina. It's easy to get in and out of and they have a sizable fuel dock. You go out of the channel and off to the right, you will see a big steel structure sticking out into the river. On the other side of that steel structure is the entrance to Haverstraw Marina. Gas dock is straight ahead on right.

With all the rain (and more coming tonight), everyone should be careful of things floating on the water. I'm sure lots of debris has been pulled off shore.
