Polished IMCO Lower: Modification or Maintenance

Since there were questions about being able to polish the lower on an IMCO drive, I asked the following of OSS officials:
ME: Relative to technical rule #15, page 27. Drive Modifications:
Is the polishing of the lower on an IMCO Xtreme Advantage outdrive, in order to maintain its original luster, considered a “modification” or would it be considered normal and routine maintenance?
OSS: Relative to this issue, I have requested to Fred Inman Sr. to supply OSS with minimum skeg thicknesses for their polished skeg. This will be in our possesion prior to the Toronto Race. I am assuming that the polished skeg measurments will be slightly thinner than what is required for the satin finished skeg. That being said, I find it hard to believe that a skeg can become too thin from polishing it with Mothers or any other metal polish.
The only way to regulate the polished skegs is to establish a measurement criteria the same as all other skegs.
That is what we are intending to do.
ME: I would assume then, that in Toronto, if lowers are measured, it would be for information gathering purposes since there is no criteria now (for IMCO). Once criteria are published, we will be held accountable at future races, correct? Otherwise we could show in Toronto with an illegal skeg and not know it.
OSS: Yes... You are 100% correct.... Criteria (Rule) will be established in Toronto and rule will be enforced starting in St.Clair.
There you have it...now we are off to watch the races here in Sarasota.

No.
IMCO sells a lower that comes polished new in the box. Big difference.
OSS may be going to specify "no polished lowers" anyway. This has just become way too big a deal. That would be one way to solve it.
