Does anyone know if oss allows open cockpit boats to race i read their rule books both of them and it made no mention yet all the boats i see are canopied .

No open cockpit boats in OSS. I guess its an unwritten rule.

What if it's a boat that raced years ago, isn't it grandfathered in?

OSS started as a Canopied only, organization. No open cockpits can be grandfatered in.

It's a written rule. OSS Tech Rules, All Classes:

9. Canopies – All boats competing in OSS events must be equipped with canopy systems, including canopy hatches (lids) fitted with positive open and positive mechanisms, five point restraint harness systems and on-board air systems.
