Maybe this will simplify things for you guys... The following is taken directly from the OPA Official Rule Book. IMO sounds like ENFORCEMENT is needed first, not rule changes, hell it would be a good step 1 before any changes are made. As much as I would love to see the bracketed speeds adjusted to showcase better racing, I strongly believe we should start at step 1:ENFORCEMENT instead of skipping to Step 100:Making it better

2. Class assignment -The Inspector and Referee will determine a particular boat’s class prior to registration. The Inspector will use the following method to determine the correct class:
Mathematical formula widely used to tell given boats capable top speed
Inspector will run the boat with the boat owner.
Prior knowledge of boats speed
Page 11(Mathematical Formula)
12. OPA will inspect propeller size and pitch, and gear ratio. To determine top speed, OPA will use the following formula – Prop Pitch x RPM x.01 / gear ratio / 12.
The following is the only specific "written" technical rules currently in place for the brackets.
Page 44
*Performance Class 6 is designed as an entry level class. No boats over 26 feet in length, bravo drive only, and no boats with twin engines may compete in this class.
**The Performance 5 class is limited to boats 30 ft and under with single or twin engines.
***Performance Class 1 Boats are limited 115 MPH as a top speed. This speed may be adjusted on a race by race basis depending upon conditions at each race site.
Happy Bashing!!!

I did have my Red Bull, but by the time we were finally allowed to race and damn near wore off. I think I gotta move up to the 20 ouncers to keep me going.

Oh just suck it up ... when Chiro ran in Class 4 is was as is below:
Ocean City: registered class 3, not not make start (also boat could not get over a certain speed and was allowed to run in 4, class voted and agreed to allow them in $)
Sunny Isles: Did not race
Harrison: 3rd place
St Clair: 3rd place
Patchogue: 1st place (this was the year we had the storm, rough water)
Atlantic City: race cancelled
Solomons: 1st place (due to others in class breaking out & broke on 1st lap)
2013 season is looking like a possibility of only 2 rough water races, the others are flat

Listen if Class 3 magically vanishes, I have no problem discussing options into making Chiro a Class 4 boat. But in its current spec, its a Class 3 boat. And I still hold my ground on a 39 limit in 4. Just like Mark said, B Class and F2.
The 41 Apache was an Open Class boat for a reason

I e-mailed you my radio interview.
Can you give the box Jason has for me to Big John? I can't make the awards dinner, I have a work commitment.
