I would guess somwhere in the mid 80s. Non stepped 28's with twin 496 HO - 425 HP are running in the low 80s on GPS so with the T.S. bottom and less weight it would be a quick set up and run well out in the ocean.

We did build a Pantera 28' ( non stepped ) with twin 525 EFI's that I personally ran right at 93-94 MPH on GPS.
With twin Mercury 500 EFI's there was 3 of them built and they would all run between 89-92 MPH.
Now with the newer T.S. bottom the 28' SR are approximately 10 % faster .

I have own (in my world) a big power 28 w/o any of what you talking about. put your a** in a "modern" boat and you will see for you self. The 28SR with the t/s bottom will work just fine with a single big HP engine. I would love to see it with 662hp/or 700hp NXT-drive.
I was using my 28 Arrow with a stock XR-drive and run more than 2000 nautic miles w/o any kind of failures. 875 blower engine. But I use foot throttle and a big drive shower, own design Oil changes every 10-15 hours.

Wow,I was hoping for 80 ,83-85 is even better.The last time we talked I was thinking about the 36.Still not sure what I want but I really like this combo,inexpensive to run.And all the ramps near me are short, going to be tough with the 36 at low tide.
