Why do you say that Outerlimits' engines have not been sealed ?
Powerboat P1 Newsletter 7:
"Engines ? Every engine in every boat in P1 has been sealed in several places by the scrutineers, and all engine numbers have been recorded.
This means that the scrutineers can quickly determine whether engines have been opened or changed.
Teams are reminded that you must inform the scrutineers before changing components or engines, otherwise they risk having points deducted, in accordance with the Rules."

I believe it'll be the turn of the front running Supersport teams to get the dyno test post Cowes.
This is the first time that P1 has ever tested competitor's engines since the series begun so I applaud them for finally doing so.

All I'm saying is that with ourselves, OSG Donzi (Sterling V8s) and Wett.punkt.com (Isotta Fraschini turbo diesels) each having had one of our engines tested by the P1 TTC on a dyno, it would be only right and fair for Outerlimits to have one of their Mercury 662s tested in a similar way.
Now can you answer my question ?
What was the exact HP numbers you declared at the start of the P1 season ?

Again, one is observed and one is stated.
Observed? My assumption would be that they had been dyno'd prior and came up short of the 662. ???
But being as Mercury advertises them as having 662, the weight was added to OL.
So, I am sure they will be taken after this race and if they come up less, shouldn't they be allowed to remove the weight from the OL?

The racing is based upon class, the rules in each class and the hp/weight rule applied to the class they race within.
If they were to dyno at lets say 620 hp then the boat should be able to race at the weight of all the other boats that have 620 hp. Not a kilo more.
The real question will come in time. Will P1 do as OSS did and penalize the faster boats with ballast. Hello Fountain!

"It may require adjustments to boats, engines, drives, propellers, etc, or require that additional weight be added to the boat to ensure a competitive balance within category."
and they may already have depending on the numbers.

Well if they do, that will be the down fall of racing. Why punish the ones that work hard and reward the ones that dont?

P1 is bigger and better than anything we have here in the US, bar none..... It's truely a "WORLD" competition so why all the insinuations and accusations... Let them work it out on their own as I'm sure they will..
