Somebody knows.

Repo? http://www.tcar-recovery.com/

Everything in sight looks to be present and accounted for. Could be a good sign. Seems many boats that are ditched and parted out don't have drives attached, but ya never know. Thinking out loud.

Perhaps the trailer isn't part of a repo or they're gonna squeeze a few more bucks out by offering it separately after the sale. Again, more speculation.

Entirely possible. Buy the hull and drives and consider engines a bonus.

Thats true...but them being a repo company you would think hot wiring it just to open the hatches to show the engines would be easy enough to do for them.....

Prob dead battery too and more work then they feel like going through.

I can't get some folks to open the hatch to a boat that has keys and is at a car lot with a repair facility on site (just dead batts) cause the people have "other things to do". I am sure that if this boat is at a recovery place they just don't care to much more than just sell it and recover their money.
