I hate to sound like a broken record but get a box stock 28p B1 for that thing.
Fountain built all of their late model 496HO powered 27's and 29's with 1.65:1 outdrives. They used 28p or 30p depending on the drive height.
My old 2004 27 used a 30p and would spin right to around 5,000rpm and 69mph.
A 26 Outlaw is closer to the size of a 29 Fountain just without the step. It will likely want a 28p with the 1.65:1 drive in that hull.

IMO, not worth changing the gears. You should be able to find a prop that works. I have 1.36 drives on my boat and BBlade labbed 24's. My same boat/power with 1.50's would be running 26's or labbed 28's. I actually ran with a boat like mine years ago with almost the same power and 1.50's and we were right next to each other in a poker run.

There was a discussion I was in a few years ago about 26 Outlaws and props. It’s worth a read. Anyways as some have said fountain used 1.65 on the 496 boats. Reggie also said he raised the X a bit. But who knows how much. To get a baseline I would start with a Box stock 26 Bravo 1 and 25 or 27 Mirage plus. Likely the Mirage props will be faster top speed. But they burn way more fuel. B blades and others have other 4 blades to try once you find out where you’re at. 62-65 should be your top speed.
