Cheap $15 angle grinder from harbor freight with a couple cut off wheels is the best way to deal with old rusty bolts.

I've cut out some parts of transoms out that were 18% and then second guessed if it was worth it. 23%+ I'd start being concerned.
I'm no expert just my findings.
