Yes it is epoxy bisphonol a b and c base with amine hardner or novalac base 100% solid self leveling it is smoother than stainless i can send you some TDS on some stuff if you would like just PM me...

why dont you scuff into that bottom paint and re coat it with a anti cavatation epoxy i can give you some good products that will be actualy smoother than gelcoat and bond very well like 5600psi bond...
