496 starter bolts?

Ok, maybe I'm a dummy or maybe it's because there's hardly any room to see.....where are the bolts to tighten a starter?
While messing with my engine I noticed my starter is loose and can't seem to...

Ok, was able to put a screw driver on the "brand new" mind you upper solenoid and it started running the outdrive up....
Uh I'm guessing I have a faulty brand new solenoid???
Or should I still...

The weird thing is last year I replaced the trim limit switches and just yesterday the switch on the dash.
I guess that's possible one is bad.

Ok, I replaced both solenoids with two brand new ones, now it will go down with authority but again will not go up.
Should I start looking at wires or what?
If the pump motor dies will it die...

Last year we noticed when we would launch our boat that sometimes the out drive wouldn't lower right away, we would kind of toggle the switch a few times then it would start...

As a matter of fact it is a repaired prop as it looked like it went through a bunch of rocks 2 yrs ago.
Did about the same then too oddly enough.

Mine has the 496ho, if it had anything less I wouldn't have bought it...that said I wish it had a built 502 in it.
Much more hp goodies for those blocks than the 496.
