I would say it is put there to secure the end of the anchor line to to keep from accidently losing it overboard.

12m speeds

We were a Fountain dealer in the mid-80's. We had a 12m with 400s and TRS drives, ran upper 60s. The 10m with 370s and TRS would run 72.
