The fuel pressure regulator on the rail is not used to regulate the pressure. So you can forget that one. It is somewhere in the return system, screen, line or connection to the water separating...

As said everything points to a restriction somewhere in the return from the fuel pressure regulator to the fuel filter. Screen, or fuel lines. I think the regulator is 40 psi with the vacuumhose...

Agree with Griff that your best bet is to change the plugs, wires, cap and rotor. The rotor is a lousy design which combined with ECM based ignition advance steals most of the voltage from the coil...
