Your best bet is to make it out of aluminum, and then cover it with vinyl wrap with the graphic/pattern you want.

Go ahead and make it out of plexi (or better yet an acrylic like Lexan) then cover it with the 3M DiNoc vinyl. I have had good luck with this 3M product. It has been on my dash for a couple of years now and still looks great. Does it have the exact look of carbon fiber? No, but it's pretty close and might be just what you need for your project.

Use plexiglass and wrap it with vinyl carbon fiber. Aluminum retains heat.

How thick of plexiglass? My original panels are some type of FRP plastic and are cracking and breaking apart due to the weight of the gauges, switches, stereo, etc. That's why I was thinking aluminum, but plexiglass is much cheaper and easier to work with. I rather do the plexiglass but will it hold up to the abuse?

Tell ya what i have had the best results with I just took some 3/16" inch acrylic scuffed it with 400 and epoxied black CF right to the back surface. The CF look comes through the other side perfect. You just have to take care when laminating to get all the air out.
