How do you KILL a momosa tree??

How do you KILL a momosa tree??
My neighbors momosa tree hangs over in my yard and driveway . have little momosa trees sprouting up everywhere , drops sap and seeds on cars and boat. i have tried rock salt , round up straight, a brush killer that was supose to be stronger than round up, 2 gallons of muradic acid, the blue stuff you put in holding tanks, nothing has worked .it is about 2 foot in dia, she want let me cut it down. am trying to kill it so she will cut it down.she is a good neighbor putting up with all the noise of boat and race cars and partys.have to becarefull not to be to obvious. please tell me how else i can murder this tree.

Did I read correctly? Two feet in diameter? 
That's pretty fat. Make sure you don't kill it and then have it fall on your boat. That, I'm sure, will cause a lot more damage than sap! 
Safety aside, if you want to kill a big tree you just need to girdle it by cutting through the bark to the fiber all the way around trunk. About an inch or two deep depending on the tree. This stops the tree's ability to transfer nutrients from the leaves to the roots and vice-versa -- eventually the tree dies (just make sure no one is hugging it at the time 
).

Ask your closest farmer for a little 2-4-D. Spinkle about a Coke Cap full around the tree. NO NOT PUT ANY MORE THAN THAT. If you need to thin it to make it all the way around the tree. Use Diesel as a thinner. Do Not get any on your shoes. And Do Not do this on a windy day. Trust Me it will work.
