Default Water in "pontoons" behind the motors

For lack of a better term, one side of the boat has water in the pontoons, the 2 foam filled sections on either side of the boat behind the motors. Anyone else get this? It is fresh water so obviously leaking from rub rail, cleat, etc. Does this foam need to be there? Does it add support? Thanks
