No. I think they call it something like laminar flow interupter. It's only for turning. If you look at the hull it is not a full step across the entire bottom. I believe the newer hulls have that plus 2 full steps aft the flow interupter.

Really ? These boats have an issue at higher speeds ? Could swear a few out there well into 90's with moderate power. No ?

Your ‘02 has a ventilated chine. That is what you are seeing. It is not a step. The flow interrupters Mental mentions are on the newer twin steps and they are located up towards the bow.

The 2008 and newer 32's with the full step (New hull design) run 82 - 84 if I recall correctly with 496 Mag HO's and 32 Pitch Bravo's. My 2003 32' with HP500's ran 90 MPH on GPS with labbed 30's. They had different intakes etc. but were very close to stock, I had a completely different setup than you though, I had ITS boxes with -2 shorties. I don't know if you will find concrete info. showing whether anyone with your setup trying shorties and having success. Some have tried just not sure if you will find any info. on it, I do know that Wayne had the X Dimension dialed in on them from the factory.

The older 32's do have the Vortex setup midway down the hull but has others have said it is not a step. There is hook built into the bottom of the boat 6" or so from the transom if I recall correctly.

Hulls would be identical, difference is the Mercury Racing ITS boxes which I believe are a straight setback box. The uppers were standard Bravo XR with IMCO -2 shorties w/XR gears.
