You are so close with the 25p. You could try bumping the timing maybe 1* and see if that gets you there. Just be careful because you have that high compression.

I think when mine get back together, they will actually advance out to around 34-36* at WOT.

i also checked my prop and the hydromotive i thought was a 24p is actually a 25p 4 blade. Maybe i can lab the hydro and get 400rpm's out of it that should put me over 70
