Officials expect at least 1,000 people on hundreds of boats to float into The Palms Marina on Lake Conroe Saturday for AquaPalooza, a live music concert and party.

But law enforcement will be keeping a close eye on AquaPalooza attendees to make sure there are no major accidents on the lake, said Assistant District Attorney Warren Diepraam, who heads the Vehicular Crimes Unit for the Montgomery County District Attorney’s Office.

Law enforcement, the DA’s Office and County Court-at-Law 3 Judge Patrice McDonald will be working together during a no-refusal boating while intoxicated program Saturday at the lake, Diepraam said.Created by Sea Ray, a manufacturer of small pleasure craft, AquaPalooza is “the world’s largest on-water celebration,” according to Sea Ray’s website, held annually at more than 100 locations worldwide during the last two weekends of July.

This year’s AquaPalooza “signature event,” featuring country star Brad Paisley, was the weekend of July 10 on Lake Travis, near Austin. About 40,000 people attended, said Skip Pillsbury, sales manager of MarineMax at Lake Conroe, one of the local event’s major sponsors.

There were no major injuries from the event, but news reports state that 47 arrests were made, with 14 for boating while intoxicated and six for driving while intoxicated.

“Texas Parks and Wildlife will have 25 officers to work the lake,” Diepraam said of the local AquaPalooza, adding that the Montgomery County Sheriff’s Office and Precinct 1 Constable’s Office Marine Division are expected to help patrol.

The Houston Police Department will have one of its BAT-mobiles – a mobile unit that enables immediate results of blood alcohol tests – stationed in the area, Diepraam said.

During a no refusal program, drivers – of land vehicles or boats – suspected of being intoxicated and who refuse to take field sobriety or breathalyzer tests are subject to blood alcohol tests. McDonald will be available Saturday to sign warrants as needed for blood alcohol tests.
There have been three drowning deaths in Lake Conroe this year, all since May 23.

The most recent victim was Augusta Marie Newmeyer, 23, whose body was recovered two days after she jumped off a party barge July 5.

Newmeyer told friends on the boat she was going to try to swim to shore. Witnesses stated they watched her swim toward the Walden Yacht Club for about 20 yards before they could not see her anymore.

Autopsy reports from the Dallas County Medical Examiner are not in yet, an official in the office of Precinct 2 Justice of the Peace Trey Spikes said.

All AquaPalooza events are free and open to the public, but attendees can only get to the event by boat. Land access to The Palms Marina, located at 11880 Anchorage Marina Road, off FM 830, will be closed during AquaPalooza.

So far, 250 boats have signed up to attend AquaPalooza on Lake Conroe, which will be from 1 p.m. to midnight. To register, go to Aquapalooza.com.

The band Roseville, which has a song on the current Texas music charts, will perform from 1:30-3:30 p.m. Modoc, a Nashville, Tenn.-based rock group, will perform at 4 p.m.

A disc jockey will play music from 7-9 p.m.; and then at 9 p.m., a 34-foot inflatable movie screen will show “Ace Ventura.”

“It’s huge,” Pillsbury said. “It’s a boat-in theater.”

AquaPalooza also will feature a designated swimming site, and there will be two barges stationed on the water, one with barbecue and drinks and the other with porta-potties.

AquaPalooza organizers are “reminding everyone to boat safely,” Pillsbury said. “It’s pretty well organized. We’re looking forward to a fun, safe event.”

“Hopefully, our people get the message,” Diepraam said. “Party smart.”

Progress has been made in the last couple days. Interior is out. Engines are out. Getting things cleaned up and parts lists made for rigging pieces. Starboard engine is on the test stand and ready for wiring and remaining plumbing and test run. The come apart so easy, but a couple more weeks of days like the last 2 and there might accidentaly be a boat running.

10-year-old boy airlifted after lake tubing accident

A Mexican national and his 10-year-old son underwent surgery for leg injuries Friday afternoon after the two were struck by a boat propeller while tubing in Lake Conroe.

Sgt. Randy Sanson, of the Precinct 1 Constable Marine Division, said Hector Cardenas, 49, and his son were “stable, conscious and alert” on their way to Memorial Hermann–Texas Medical Center in Houston for surgery. The son was flown by medical helicopter, while Cardenas was transported by ground ambulance.

Cardenas, who owns a summer home in April Sound, was tubing with his son by a creek near April Sound, Sanson said. Cardenas’ daughter, Margarita Inez Cardenas, 20, was operating the boat, with her father and brother tubing behind it.

When Margarita Cardenas was trying to put the 19-foot 1981 Wellcraft Bowrider in neutral, the throttle stuck. She attempted to pull back, accidentally putting the boat in reverse and backing over her father and the boy, Sanson said.

The Precinct 1 Marine Division got the call sometime between 2 p.m. and 2:30 p.m., Sanson said.

Seven family members were on the boat, including the father and son. After driving to shore, a family member drove Hector Cardenas and his son to the Lake Area Urgent Care Clinic on Texas 105, near Blue Heron Bay in Montgomery. Both were treated and then transported to the Houston hospital, Sanson said.

Cardenas suffered a lower left leg injury, while one of his son’s legs was injured from the waistline down the entire leg, Sanson said. He did not know the severity of the injuries.

Sanson said Margarita Cardenas has less than 100 hours of experience driving boats. She passed a field sobriety test and no alcohol was found on the boat.

The Montgomery County District Attorney’s Office was contacted about the incident, but no charges will be filed at this time, according to law enforcement.
