Did you try Marine Clean's Metal Serum? Between that and some Brillo, it transformed my Aluminum trailer.

offshoredrillin - here are a few, I don't have one of the trailer before I took care of it but if you look at the before picture of the wheels you can see a little of how it looked...

Oh BTW...to anybody who uses Brillo first...GO WITH THE GRAIN which is parallel to the I-beam. There will also be some fine steel wool marks on the aluminum too, but in my case the previous owner took no care of this trailer and I had few options to get it back to a condition acceptable to me.
