Trailer Brakes

I have a eagle 2004 46' trailer that was converted from surge brake to electric/hydraulic brakes.
I had a brake and bearing job done last year, and the trailer stopped great.
Last week, the controller started acting up, and I am not sure what is the cause. When I hit the brakes, they slowly apply 100% and won't let go for a few seconds. This happens no matter what I have the gain set on (1-10) I have a Ford F350 with the built in controller.
The brake controller on the trailer is mounted on the tongue next to the jack. It is rectangualr shaped, a little bigger than a shoe box. One side of it is the electric componet, the other holds the brake fluid. I will post a pic to try to identify the model. I want to troubleshoot the problem.

He is referring to an electric over hydraulic brake system. Nothing electric goes in the water. There are no magnets.
