Actually, one of the things floating around last year that I learned from my informants was how difficult this whole class was to set-up.
The idea, or vision, as you may call it stemmed from GM. GM, being the large comglomerate that they are was simply looking for more exposure. They approached the APBA with advertising dollars being waved in front of their faces, which of course can't be turned down, and came up with this concept. [Remember last year when all of a sudden VORTEC showed up on the APBA site]
They were really pushing the 6.0L concept because it is supposed to be their premier engine(big-blocks excluded, of course). They then began looking for participating boat manufacturers to wield their stickers -- GM VORTEC. Most manufacturer's laughed at the idea and sent them on their way. There's no way to be competitive with 6.0L power. So, the new class was born. Baja, who is already heavily involved in APBA funding and sponsorship, accepted the idea to get more of their boats on the race circuit.
