Some states will enforce ( Theft of services ) Michigan will not.
If I walk into the local electronics store and walk out with a new TV I will be arrested and end up in jail. If a person calls me up and wants me to fix there furnace to the tune of $ 599 and then tell me to stick the bill. And the police will do nothing. I have to waste more time and money to take him to court and then go back to court to TRY to get money out of him after I win a judgment.
