You have to sand down the bilge matter what finish you choose.
The sanding process is way more important than the top coat.

That Rustoleum is the ticket man, go black and then it always looks clean, I probably have a few oil leaks but do I know about them or have to clean em up ever???
Am I powerwashing my white bilge every weekend to get the stains out ?? Hell no! Black shows no stains!
For someone as anal as me its the best decision ever

Rustoleum but you must use the enamel hardener or it will stay tacky forever.

done several boats with rustoleum out of the can never had any stay tacky...
