Baja boats have good gel coat and your boat will clean up and you will never know it was a dirty pig.
First thing you should do is wash it with some Dawn dish soap and hydrogen peroxide and see what you have.

Wash the Gel with Comet Cleanser and a soft brush and don't spare the cleanser. You be surprised how clean it will come out. Might get away with a good buff and polish after. I did that to a 1986 Trojan cruiser that was left in the weather for a number of years.

you said painting then vinyl graphics to keep factory under ? you want to do that..if I read right, you can use the color change wrap material in white(or 1 of 75 colors) then add whatever over and still retain the factory stuff if you want...we have used lots of the stuff and is great nice colors and clearcoated

I'll wet sand and buff, after I wash with Dawn and Comet and boat soap and non skid deck cleaner etc... That is of course whenever they turn the water on at the marina. Until then I can't even work on it like that. I did gut it out though. I pretty much get her down to the bare hull. Pulled the engines and transoms all the harnesses and electrical wiring switches gauges fuses breakers, every last inch of wood vinyl cushion and padding, steering... Only thing left is the control cables and trim pumps.
