With twins you can be higher than with a single. I have a 26 and am at 1 inch above the lowest part of the hull. ( about 12 inches forward of the transom ) I am installing an IMCO neutral extension box and I am raising it another inch. I did have to modify the drive for more negative trim to get on plane but my slip numbers are 11% at top end and it doesn't blow out when turning with the drive set to neutral. That is with a 4 blade prop.
I would try some -2 shorty's
If you are near Grand Rapids MI I have one -2 and one -3 shorty if you can find another.

Curious to see how yours goes tinkerer. I am also 1" abover the lowest part of the sponsons before the notch. But I am out on a box. I'd like to see how you do on a 12" box 2" above the bottom

I have just purchased a 99 28 tall deck with twins , and I am about 3/4 of an inch below the bottom. I am thinking some -2's would pick up some decent speed. Do you still have these lowers?
